(817) 533-0943Yes. Replacing an electrical panel in Texas requires a permit from your city’s building department, and the work itself generally has to be done by a licensed electrician. Panel and service-entrance work fall outside the state’s homeowner exemption, so even homeowners doing their own electrical work on a home they own and live in can’t self-perform a panel swap without a licensed electrician involved.
Why Panel Replacement Always Needs a Permit
A panel is the point where your entire home’s electrical system connects to the utility’s power. Swapping it means disconnecting and reconnecting every circuit in the house, sizing the new equipment correctly, and verifying grounding and bonding are done right. Cities require a permit and inspection on this kind of work because a mistake at the panel doesn’t just affect one outlet, it puts the whole house at risk. Our panel upgrade cost guide covers what a typical replacement runs.
Can a Homeowner Pull Their Own Panel Permit?
Generally, no. Texas’ homeowner exemption lets an owner-occupant do some electrical work on their own home without an electrician’s license, but service panel work and anything involving the service entrance are carved out of that exemption. In practice, a licensed electrical contractor pulls the panel permit and performs the work, and the homeowner isn’t the one signing off on it. Our Fort Worth electrical permits guide covers what else needs a permit and what inspectors check along the way.
What Happens If You Skip the Permit
Unpermitted panel work can cause real problems later: a failed inspection at resale, an insurance claim that gets denied because the work wasn’t permitted or inspected, or a city order to open the walls back up and redo it correctly. It can also complicate refinancing or selling the home, since an appraiser or a buyer’s inspector can flag equipment that doesn’t match city permit records. It’s not worth the shortcut on the one piece of equipment your whole house depends on.
